Because with NoFollow declared internal links supposedly swallow PageRank you should waive their use in the future. For example, during an improvement in the page navigation should remove all unnecessary NoFollows, summarize not relevant sub-pages if possible and reduce the number of internal links useful. Future use of page internal NoFollows should be avoided, other techniques of artificial PR distribution is not recommended.
